Make layer filter 'sticky' i.e. set until unset

As an administrator for our Alloy system, I see all 100+ alloy layers but I only use our team's layers. I therefore use the layer filter to select only layers with the 'Flood' tag.

However, this filter is forgotten when I refresh the page and there are other times where it seems to be 'forgotten' midway through a task.

It would be useful if this layer filter is retained until it is unset.
