Automate Updates of NLPG and NSG designs

NSG & NLPG is unable to be automatically updated. NLPG Premise design should be able to ingest a COU file.

Any new addresses assigned to a new street will not have the street description shown. A post import of the NSG data (includes the street) will not update the addresses automatically to associate the new street with it. You need to mess around with the Network association or complete a new full NLPG import - both are time consuming!

Only a full import of NSG data is accepted and not a file containing new street records.
