View and action export queue in the API

A recurring problem we seem to have within our user base is exports against massive datasets. Worse still, we find that people try and repeat export requests if theirs isn't complete within 5 minutes, adding more requests to a growing backlog every day.

Can we have visibility on the live export queue via the API and the ability to force close exports so we don't have to bug the service desk about it?
