Allow Works manager to access jobs already assigned to teams

The Works manager function only shows Jobs 'unallocated' to any team as an option to schedule. This is useless as all jobs are assigned to us on issue - so there is no access to schedule these jobs thus the feature has no purpose. Using the 'estimated' date to assign works to crews is far from ideal for scheduling
