When loading the data in Excel don't open the CSV. Go to the Data tab > New Query > from File > From CSV and select the CSV file. This for me, opens the CSV and converts the date time to local date time without intervention. If your set to a different time zone you can click edit on the import and right click on the column and select change type > to local.

There is something you could do and I suspect all UK users would want this, but I feel it fits in that to hard box, rather then looking for a solution to a problem that exists.
