Addition of an authorise button on work item editor to speed up authorising jobs

The process to authorise jobs for payment involves a lot of clicks as the status button is on a different tab to the work items (where quantities are viewed), the addition of an Authorise button on the work item editor for those with permission (that could be linked to status change workflow) would speed up the process
