Filter Layers list by 'currently active'

Tags are great for filtering layers, but where we have a large number of potential layers it can be onerous to keep scrolling down the list, waiting for it to load the next chunk, then scrolling some more just to turn off a layer you already have active. Having these layers show at the top of the search list would allow you to see at a glance what layers you have active and, if needed, turn these off.
