Enable attachments to be selected as part of the Permit creation process

As a street works administrator I want to be able to attach documents to my permit application (such as Traffic Management plans), so that I don't have to create the application and then immediately log into Street Manager to put the attachment on.

It would be great if all attachments on a job could be selected and then allow the user to pick which ones they want to be submitted with the permit. Perhaps with a toggle to select all / deselect all as well.
