Item forms to work offline

If there is no signal when our inspectors click on 'add defect' (even if for a split second), the item form is not enforced, which means inspectors see lots of attributes that aren't applicable to them, and as a result causes a lot of problems. How Alloy caches the item forms needs a fundamental change, so that it isn't reliant on signal. Please consider this request as a matter of urgency, because it is huge problems in the system.
